Manipulation: Biological research laboratories
The subject of “bio research laboratories” has been extensively exploited by the Russian propaganda machine to induce fear and suggest conspiracy where there is none.
The premise of the manipulation is the following. The propagandists claim that the United States “built” or “financed” secret biological research facilities in Ukraine. In 2022, these activities “have become known” to Russia, and later “under the pressure of circumstances” and “after months of denial” the United States officials would “admit” the existence of the biological research facilities, showing that Russia was right all along.

As always, let’s inspect the documents.
United States Embassy in Ukraine publishes information about Biological Threat Reduction Program on the public website of the embassy. It does so as early as in 2020, as you can verify yourself by consulting the Internet Archive.
In this document, all the bio research facilities are carefully listed.
It turns out that there’s no need to obtain this information through careful and risky intelligence in 2022, as there’s no need to have Victoria Nuland to “admit” (and if you remove a deliberately manipulative word, it will become a much more boring and a much more true word, “say” – so no need to have Victoria Nuland say) that there were 46 US-sponsored biological research facilities in Ukraine. All these brave journalists and intelligence officers could have – instead of clearly so risky investigations – just visited the website of the Embassy and have all their questions answered.
Using loaded words like “admit” instead of neutral words like “state” or “say” is a dirty debate tactic called “framing”, in this particular case it’s framing through connotation.
